Context, concerns and overall approach section explains the supply of NGCS, reasons why the market is not working effectively for the consumers, analytical and legal structure for assessing the options to deal with the issues. This section also summarizes the preferred alternatives. Remedies for the 08X, 09 and 118 ranges, the second part describes the reason for the need of regulatory intervention on these ranges. It also highlights the preferred options in detail for price regulation for calls of these ranges, unbundled tariff. The part also describes if changes are required or not for the 03 range. The third section, Freephone and 116 provides details of the proposals for the Freephone ranges including 0800, 0808 and 050 as well as 116 range. It also considers the set the proposals to implement the preferred options.
Approach to the consultation
A number of regulatory options are presented in this consultation. Among them, most are developed from the original proposals published in December 2010 Consultation. Additional options are also presented along with the ways they could be implemented. Stakeholders have commented and their responses have collected after the December 2010 Consultation publication. The evidence are in relation to the conclusions that Failure of NGCS market and consumer detriment occurring from market failures, unbundled tariff as the suitable option for solving market failures.
The problems on which additional options are presented on the details of the proposals and ways to be implemented, based on the evidence collected during December 2010 Consultation are given below.
a) Structure of the unbundled tariff
b) Addition of the 0845 and 0870 ranges within the unbundled tariff
c) Implementation of unbundled tariff and possible exceptions that should apply
d) Different options for changes to the 080 and 116 ranges
e) Implementation of the ideal changes for the 080 and 16 ranges
In December 2010 Consultation, they decided to keep the 03range unchanged. New evidence collected and the responses from the stakeholders suggest that there is no need to bring necessary changes.
