Summary of work undertaken on gathering evidence on non geographic numbers Summary of work undertaken on gathering evidence on non geographic numbersApart from the responses and comments collected from the consultation, a series of work were conducted to receive additional evidence that would help to refine the new proposals. They have worked closely with the industry to gather information and evidences. To discuss various aspects of NGCS proposals they have introduced series of working groups. They carried out various consumer and provider surveys and comparisons.


Industry working groups
To learn, understand and discuss the different aspects of the NGCS proposals, they have introduced series of working groups from Mat to October 2011. Each group handled problems connecting to commercial, technical and communication produced by the proposals.


Behavioral economic experiment
London Economics had undertaken this experiment. This behavioral economic experiment analyzed reaction of different individuals on different models of charging along with unbundled tariff. This experiment aimed to recognize the option that solved the issues of the consumer experience the best.


Survey of service providers
Survey of service providers was conducted due to the few responses from the service providers during the December 2010 Consultation. To0 collect more responses from service providers, a research was commissioned. This would help them understand the preferences of the SPs for these ranges. Additionally, it would collect the reactions of the service providers. Information talks with the service providers were conducted.


Additional consumer omnibus survey
During October 2011 an Omnibus survey of consumers was conducted. This is in addition to the consumer research of December 2010 Consultation. Additional consumer omnibus survey offered updated information on consumer price awareness and their understanding about different number ranges.


International comparisons
International comparisons were also made and it involved different aspects. They took part with BEREC (the Body of European Regulators for Electronic Communications) group considering regulatory options for NGCS. Questionnaires from BEREC to other national regulatory authorities analyzing the various problems with special rate services were included. A report was also commissioned that specified the case studies of specific international markets, especially Portugal, Germany, France, USA and Netherlands.


Information gathering from CPs
Additional information has been gathered from mobile OCPs, fixed OCPs, and TCPs. These evidences were collected by using their information-gathering powers as per the section 135 of the Act. Informal information requests were also made.
