Phone companies and the service operators should be aware of the additional costs. Although, the changes come with a price, the benefits offered by the new structure are great. Competition and innovation will be triggered. To adapt to the new systems, providers will need sufficient time. Besides, the customers should also be informed regarding it. For implementing the new changes, 18 month time is offered. However, they hope to introduce the changes to the Free phone 080 range as soon as possible. Given below is the discussion for the proposals for Free phone and for the unbundled tariffs.

It has been argued that freephone range should be treated the same way as other freephone range, 080. Other options like closing the range or treating it differently from 080 range are present. 0500 will be consulted individually so that companies that make use of the range would respond on the specific issues.

There is confusion regarding the suitability of new unbundled tariffs for these ranges, as very little evidence is collected about these ranges and their usage. This situation calls for a separate consultation for these ranges. In December 2010 Consultation, specific proposals for these ranges were not made.

Various concerns regarding the issues over the 070 range are mentioned in December 2010 Consultation. Recently the issues with 076 ranges are also considered. Besides, the different ways to tackle the problems through enforcement and reviews were also evaluated. When compared to the non-geographic ranges, the considerations related to the ranges are different to an extent. This is because of the risk of fraud and the existence of confusion with the mobile numbers. A separate consultation is required to deal with this issue.


Higher rate Premium Rate Services tariff
During the consultation of December 2010, significant number of stakeholders argued that £1.53 cap for calls to 09 numbers was outdated. Argument regarding the inconsistency between maximum prices for premium rate calls for mobile services and fixed line that created competition disadvantage to the 09 content providers was also made. A separate discussion to raise the £1.53 cap in the next few months will be conducted. This will enable the stakeholders to mull over the specific issues bothering them. The consultation will also see if a cap is needed for 118 Directory enquiries range.


Changes to current General Conditions and the Numbering Plan should be made to implement the new proposed changes.
