
Calls originating on BT’s network
Across the fixed narrowband networks in the UK except for Hull, BT has SMP in wholesale call origination. Consequently, BT is open to the NTS call origination condition. This condition is applicable to calls made to 0500, 080, 082, 084, 0871/2/3 and 09 numbers. The condition controls the limit the BT can maintain on these calls. The remaining part left after regulated charges permitted under the NTS Call Origination Condition are removed from the retail price is the termination rate when these calls are traded by BT. In short, the termination rate could be determined if the retail price of a call is given.
The retail call prices of BT for non-geographic calls are likely to be set by reference to the price guidance in the Numbering Plan. When BT minimized the price made to 0845 calls by increasing the level of retail discounts on these calls in 2006, it reduces the termination rates received by TCPs. Call set-up fees was also varied by BT. With a raise, the Termination rate paid by BT for call originating across its network will be increased. BT is also open to Access
Condition set under s73(2) of the Act, in addition to the NTS Call Origination Condition. This situation compels BT to buy wholesale narrowband call termination services on reasonable terms from a requesting CP.
Even though, NTS Call Origination Condition does not cover calls to the 03, 055, 056, 070, 0870, 116 and 118 number ranges, BT is compelled to purchase termination. Termination rates for calls to these numbers are verified by commercial negotiation, subject matter to the rate being determined by dispute should negotiations be unsuccessful as the accurate rate is set under the Access Condition.
From TCP’s viewpoint, the calls that originate on the network of BT but not retailed by a third party are identical from calls retailed by BT. Hence, the same termination rates are attracted as if the call is retailed by BT.
